Kids on Campus (KOC), a Maryland Certified Youth Camp, offers full and half-day programs with adventures in science & technology, culinary & creative arts, literature & language, and more. This unique collection of summer programs, designed for kids ages 8 to 15, provides a wide range of hands-on supervised activities throughout our campus, encouraging everyone to explore and learn while having fun in a safe environment. Kids on Campus Parent & Guardian Handbook
We believe Kids on Campus students learn best when they discover and explore exciting topics in a fun, hands-on environment. We provide expert instruction, a safe setting, and all necessary supplies for a summer of enrichment and learning for students ages 8-16. This handbook will help you and your child prepare for a great summer experience. Review it carefully and note that all policies are subject to change. Kids on Campus Program Information
Daily Schedule & Attendance
Daily Schedule
KOC students may enter the classroom no earlier than 10 minutes before class begins and must be picked up within 15 minutes after class ends (12:15 pm, 1:15 pm, or 4:15 pm). Students who remain after this 15-minute window will be escorted to the Conference Center Building Lobby to sit with a Kids on Campus staff member until they have been picked up and signed out by a parent or guardian.
Attendance
Parents/guardians are responsible for their child's attendance. No make-up sessions are offered for missed classes. Students are expected to arrive on time, as late arrivals may miss important content or activities.
Sign-In and Sign-Out Procedures
Kid on Campus students may not be on campus unsupervised. Parents/guardians must sign students in and out at the beginning and end of each class.
Students 13 and Older
May sign themselves out once a Self-Sign In/Out Form is completed by a parent/guardian and on file with the KOC office.
Authorized Pick-Up
Any adult other than the parent/guardian on file must be added to the Authorized Pick-Up list. Photo identification is required at pick-up. Parents/guardians must notify KOC to remove names from this list as needed.
Early Dismissal
To arrange early dismissal, email YouthPrograms@frederick.edu in advance. Parents/guardians must sign the student out from the classroom.
Lunch Bunch
About Lunch Bunch
Lunch Bunch, our supervised one-hour lunch program, welcomes Kids on Campus students ages 8 to 15 to the Cougar Grille between 12:00 and 1:00 p.m. to enjoy lunch, visit with friends, read, play games, and take a break. As FCC does not serve lunch, Lunch Bunch participants can bring a nonperishable lunch with them each day. Please note, refrigeration is not available.
Registration & Supervision
Students enrolled in both morning and afternoon classes must also register for Lunch Bunch. (Alternatively, parent/guardians may sign students out after morning classes, and then back in for afternoon classes.) Lunch Bunch participants are supervised by KOC staff between classes.
Dietary Allergies
FCC cannot provide an allergen-free environment. Foods containing nuts, wheat, soy, eggs, and other common allergens may be present. Parents/guardians enrolling students with severe dietary allergies assume all risk and responsibility for allergen exposure.
Staff & Safety
Program Staff
The Youth Programs Manager oversees all classes and serves as Camp Director. All staff undergo Maryland, FBI, and CJIS background screenings. At least two staff members with First Aid and CPR certification are on campus daily.
Break Time
Supervised breaks may occur in outdoor spaces including the courtyard and patio areas. Students should apply sunscreen and bug spray before arriving to class.

Bathroom Procedures
All KOC students must have independent personal care skills. KOC staff does not provide personal hygiene assistance.
Students Under 13
Must be accompanied to the bathroom by a KOC staff member who will wait in the hallway.
Students 13 and Older
May go to the bathroom in pairs if demonstrating responsible behavior. Students displaying irresponsible behavior (running in halls, excessive noise, misbehaving) will require staff escort regardless of age.
Cell Phone & Electronic Devices
Electronic devices and cell phones may not be used during class without instructor permission. FCC is not responsible for lost, broken, or missing items. To reach your child during class, call the KOC office at 301-846-2661.
Photography
Visitors may not photograph or video students. Students may not photograph or video other students, FCC staff, or KOC instructors.
Visitation
Parents/guardians and other individuals not enrolled in camp may not visit students during KOC hours, including Lunch Bunch. Only KOC employees and enrolled children may attend classes.
Behavior & Conduct
FCC Code of Conduct
All members of the FCC community must follow the Student Code of Conduct and Visitor Code of Conduct, regardless of disability or medical condition. Students are expected to pay attention, follow directions, and maintain a positive learning environment.

The Code of Student Conduct is designed to promote responsible behavior for all students consistent with the mission and values of Frederick Community College. Read the Code of Student Conduct.
Visitor Code of Conduct
The Code of Conduct for Visitors, Guests, and Volunteers at Frederick Community College is designed to promote and preserve a safe environment for all who attend and participate in College-sponsored virtual and in-person events or use College services. Behavior Response Steps
Inappropriate behavior will be addressed immediately. Depending on severity, responses may include:
- Verbal warning
- Temporary removal from activity to discuss behavior
- Removal from group to review expectations
- Parent/guardian contact
- Removal from KOC classes and/or remaining summer programs without refund
All behavioral incidents are documented and kept in the KOC office. Parents/guardians will be notified of all incidents via phone and/or email. FCC Security will be notified of disruptive behaviors.
Zero-Tolerance Policy
KOC maintains a zero-tolerance policy toward violence and bullying. Students who disrupt others' learning through violence, bullying, or other inappropriate behavior, or who refuse to cooperate with staff, may be dismissed without refund. Students may also be temporarily suspended or expelled for continuous or serious behavior issues, particularly physical violence.
Bullying Defined
Bullying is abusive, threatening, unwelcome, aggressive, hostile, intimidating, harassing, or unreasonable behavior that demeans, intimidates, or humiliates individuals or groups. It may be verbal/written or electronic (cyberbullying) and can occur between any individuals regardless of relationship. While typically repeated, it may occur as a single incident.
Health & Safety
Medical Emergencies
Emergency Authorization
During registration, parents/guardians authorize FCC to transport their child to the closest hospital in medical emergencies.
Injury & Illness Monitoring
Staff observe students daily for health concerns and complete incident reports for all injuries or illnesses. Copies of incident reports are sent home with the student. Parents/guardians will be called at the phone number on file for any major illnesses or injuries observed on campus. Emergency medical personnel will be contacted on an as-needed basis. All expenses for emergency medical care are the responsibility of the parent/guardian.
Parent Notification
Minor injuries (such as cuts treated with bandages) do not require immediate parent contact. Parents/guardians will be called for major illnesses or injuries. Emergency medical personnel will be contacted as needed. All emergency medical expenses are the parent/guardian's responsibility.
Illness Exclusion Policy
Students with vomiting, diarrhea, skin rash, lice, contagious diseases, or fever of 100.4°F or higher will be sent home. No refunds are provided for early dismissal due to injury or illness. Students may return once fever- and symptom-free for 24 hours without medication.
Medication Administration
Non-Emergency Medications
FCC staff cannot administer prescription or nonprescription non-emergency medications.
Emergency Medications
Staff can administer emergency medications (asthma rescue inhalers, epinephrine) with written physician and parent/guardian authorization using the Maryland Youth Camps Asthma Action Plan & Medication Administration Authorization for Youth Camps in Maryland Form. Completed forms must be submitted to YouthPrograms@frederick.edu.
Medication Requirements
All medications and forms must be received and verified before the first day of class. Medications must be in original containers with pharmacy labels matching the authorization form. Expired medications or those without original packaging and labels cannot be accepted.
Daily Medication Procedures
Parents/guardians must sign medications in during drop-off and out during pick-up using classroom forms. For full-day students, FCC staff will transport medications between morning classes, Lunch Bunch, and afternoon classes. Emergency medications cannot be kept overnight at FCC.
On-Call Nurse
A registered nurse is present on campus every Monday (or the first day of camp each week) and available on-call throughout the week.
Emergency Procedures
FCC Alert System
All participants are strongly encouraged to register for FCC Alert to receive text and/or email notifications about campus emergencies and weather closings. KOC follows all FCC emergency procedures. When FCC closes due to weather or emergencies, KOC classes are canceled.

Emergency responses are guided by the FCC Safety and Security Office. Review the Emergency Response Guide at frederick.edu.
Emergency Drills
KOC staff conduct emergency drills at approximately 10:30 am and 2:30 pm each Monday (or the first day of camp each week). Drills include Severe Weather, Shelter in Place, and Evacuation procedures.

Dropping a Class and Refunds
The Kids on Campus Refund Policy is available online with information about class cancellations, refund policies and timing, how to drop a class online, and information for refund requests outside the standard refund period. IMPORTANT: Kids on Campus requires seven (7) calendar days advance notice to initiate a drop and refund request. Kids on Campus refunds are not issued for children dismissed from a program due to disciplinary actions. Read our Refund Policies online.
